
The teachers of Dhaka University on Sunday submitted a 15-point charter of proposals to the University Grants Commission of Bangladesh for reformation of higher education.
The proposals included prevention of irregularities in recruitment of teachers, partisan culture and corruption, an increase in state allocation for the universities, more allocation for research and inclusion of private universities in preparation and implementation of different policies.
A nine-member representatives from Dhaka University teachers, under the banner of Dhaka Bishwabidyalay Shikkhaksamaj, submitted the proposals to the commission chair professor SMA Faiz, said a press release issued by the commission.
The first proposal read that though the draft reform proposal was prepared for Dhaka University the commission could consider this to apply to other universities also.
One proposal read that the commission could create pressure for increasing allocation of the state for the universities and it should increase its allocation for the research sector by freeing the system from bureaucratic complexities and irregularities.
Initiatives of collaborative research and exchange of visiting fellows, scholars and faculties between the public and private universities can be taken, representatives of private university teachers and students should be included in planning and preparation stages of different strategic papers and the private universities should be included in preparation and implementation of different policies, the proposals said.聽聽
The proposals also included formation of a code of conduct by the commission for the university teachers, students, officials and employees to prevent repression, torture and discrimination and a unified admission test for the universities.
One of the proposals read that intervention of the state in appointment of the vice-chancellors, pro-vice-chancellors and treasurers should be checked by the commission by amending existing laws.聽聽
Special training for newly recruited teachers, review of the salary structure of the university teachers, upgrade course and curriculum are also needed, the proposals added.聽
Professor SMA Faiz said that the commission would assist any initiative for making the recruitment process of teachers transparent.
Assuring the teachers that the proposals would be considered, he also promised to release funds for research quickly.
UGC member professor Mohammad Tanzimuddin Khan said that the commission should be more empowered to reform higher education.
Professor M Anwar Hossen, also UGC member, said that the tertiary level research should be brought under mainstream education.
Both the members are from Dhaka University.聽
Dhaka University professor Robaet Ferdous, professor Md Israfeel Shaheen, professor Atonu Rabbani, professor Md Ahsan Habib, professor Eshani Chakraborty, professor Zobaida Nasreen, professor Gawsia Wahidunnessa Chowdhury, professor Sangita Ahmed and associate professor Md Khorshed Alam submitted the proposals.
