
The representatives of health and family welfare ministry, July Shaheed Smriti Foundation and Mass Uprising Special Cell on Thursday jointly announced the roadmap for treatment and rehabilitation of student-led mass uprising victims with an assurance of life-long free treatment facilities for them.
According to the roadmap, the government will publish a complete list of the students and people who were killed and injured in the movement; arrange treatment for the victims, arrange psychotherapy and counselling for the injured and victims’ family members; send injured persons abroad for better treatment; provide legal assistance to the victims; ensure financial assistance and the rehabilitation and employment for the injured and victims’ family members.
July Shaheed Smriti Foundation general secretary Sarjis Alam at a press briefing in front of BSL Office Complex on Minto Road in the capital announced that all the outlined activities would be implemented and visible by December 31, 2024.
The foundation and the health ministry are working to publish a complete list of killed and injured individuals after verification and expecting to complete the work within the time frame, said Sarjis, adding that categorisation of the injured based on the severity of their injuries is on-going under state supervision.
Verified injured individuals will receive unique identity cards and those will be issued in phases, said Sarjis.
He mentioned that a vested interest was forcing or influencing the families of the victims to file false cases after the student-led mass uprising.
The foundation and the government will support in providing legal assistance to the victims, including the injured individuals, said Sarjis.   Â
Health ministry special assistant Sayedur Rahman announced that a dedicated multidisciplinary treatment and rehabilitation facility was established in the Bangabandhu Sheikh Mujib Medical University.
Sayedur also announced that the unique ID card holders would receive priority-based lifetime free treatment in all the government hospitals.
Rehabilitation services, including physiotherapy and robotic physiotherapy, will be provided to the injured at BSMMU while necessary counselling and psychotherapy will be provided in the sadar hospitals after primary assessments under the National Institute of Mental Health, said Sayedur.
He said that the government’s initiative to send recommended injured patients abroad for advanced treatment would continue.
July Shaheed Smriti Foundation chief executive officer Mir Mahbubur Rahman Snigdho announced that financial support of the injured had been increased from Tk 1 lakh to Tk 3 lakh, based on categorisation while Tk 5 lakh to the families of the victims killed in uprising.
He also announced that the foundation decided to reimburse the expenses already incurred for treatment upon verification by the foundation.
As part of the government’s rehabilitation initiatives, Mass Uprising Special Cell team leader Khondaker Johirul Islam said that measures would be taken to provide employment or facilitate businesses for family members of martyrs or injured individuals based on their qualifications.
He also mentioned that measures would be taken to establish social business institutions if necessary for rehabilitation of student-led mass uprising victims.
The Directorate General of Health Services on September 24 came up with a preliminary list of 708 having died while the health affairs sub-committee of the Students Movement Against Discrimination on September 28 said that it had enlisted deaths of 1,581 people.
The sub-committee also announced that more than 31,000 people were injured in the uprising.
