The public administration reform commission proposed major structural changes, including the creation of four provinces, two new administrative divisions and a dedicated capital city government.

Key recommendations also include the establishment of a superior executive service comprising meritorious bureaucrats, the formation of three Public Service Commissions and the restructuring of the Bangladesh Civil Service into 13 separate services.


Meanwhile, the Judiciary Reform Commission put forward 28 recommendations aimed at strengthening judicial independence.

These include the creation of a commission to appoint Supreme Court judges, the establishment of a secretariat under the Supreme Court and granting it full control over the appointment, posting, and promotion of lower court judges.

Other proposals include the formation of a permanent attorney service, an independent investigation agency and the introduction of judicial magistrate courts at the upazila level.

Both commissions formally submitted their reports to interim government chief adviser Professor Muhammad Yunus at the State Guest House Jamuna in Dhaka on Wednesday.

The Judiciary Reform Commission was led by chief justice Shah Abu Naeem Mominur Rahman while the Public Administration Reform Commission was headed by Abdul Muyeed Chowdhury.
