DC conference begins today

The three-day annual conference of the deputy commissioners begins today in Dhaka city where the district administrators are set to propose framing a code of conduct for lawmakers and other public representatives and taking DCs’ opinions for including educational institutions in the monthly pay orders, among others.


In their written proposals, the DCs from various districts also suggested framing rules for the Mobile Court Act 2009 and taking measures to rein in commodity prices and contain pollutions.

The deputy commissioner of Sunamganj district proposed framing of a code of conduct for lawmakers and other public representatives, while the deputy commissioner of Barishal recommended taking the DCs’ opinions regarding giving MPO facilities to any educational institutions and also regarding their nationalisation.

The Magura deputy commissioner proposed for formulating the rules for the Mobile Court Act, 2009.

Interim government chief adviser Professor Muhammad Yunus is scheduled to inaugurate the Deputy Commissioners’ Conference at 10:30am at his Tejgaon office today with the business sessions to be held at Osmani Memorial Auditorium.

‘Deputy commissioners and divisional commissioners from across the country have sent in writing as many as 1,245 proposals out of which 354 were included in the working paper,’ cabinet secretary Sheikh Abdur Rashid  told  a press briefing at the secretariat on Saturday.

He also said that last year the conference was for four days while this year it would be for three days to save time and money.

‘In 2024 the budget for the conference was over Tk 2 crore while Tk 1.73 crore had been spent,’ he said and added that this year the estimated budget for the conference is Tk 1.7 crore.

Replying to a question, the cabinet secretary also said that this year the deputy commissioners would not meet the president as his schedule did not match with theirs.  

About upholding the spirit of the July mass uprising he said that the inauguration ceremony would open with the screening of the student-led uprising that overthrew the authoritarian Sheikh Hasina regime on August 5.

The conference sessions are expected to focus on law and order situation improvement, effective land management, quality improvement and expansion of education, and strengthening the local government institutions.

The Khagrachhari deputy commissioner proposed for cancellation of the railway ministry’s ward quota and Habiganj deputy commissioner proposed framing of guidelines on earnings from different sources and expenditures of different educational institutions under the MPO.

At the press briefing, cabinet secretary Sheikh Abdur Rashid said that in the last year’s conference 381 decisions were taken out of which 177 or 46 per cent had been completely or partially implemented till now, while the rest were now under consideration for implementation.

Of the implemented decisions, 64 per cent were short-term, 40 per cent were mid-term and 34 per cent were long term, he mentioned.

The cabinet secretary also said that during the 2024 conference the implementation progress of the 2023 conference was 62 per cent and during this time the implementation progress of the 2023 conference was 76 per cent.

‘We are giving the utmost importance to the uprising,’ he said, adding that they would also raise the issue of post-uprising law and order situation at the outset.

Some of the 381 decisions of 2024 conference—involving the philosophy of the previous regime—were not implemented during the period of this government, including naming some infrastructures under the ministries of road transport and bridges, water resources and science and technology after some special people, he continued.

Other major issues to be discussed in this conference are—disaster management, relief and rehabilitation programmes, job creation at local level and implementation of poverty elimination programme, implementation of social safety network, use of information and communication technology and e-governance, health services and family welfare, preservation of environment and prevention of pollution, development of physical infrastructure and inspection and coordination for implementation of developmental programmes. 

Mymensingh, Gaibandha and Borguna deputy commissioners have proposed formulation of guidelines for battery-run auto-rickshaws or easy bikes and establishing central charging stations.

This year’s DC conference will feature 34 sessions along with an open discussion between the chief adviser and the deputy commissioners scheduled for 12:01pm at his office following the inauguration.

In the evening, the chief adviser will meet the Bangladesh Administrative Service Association.

Tomorrow, apart from the working sessions, the DCs are scheduled to meet the chief justice at the Supreme Court auditorium.

The conference will conclude on Tuesday.
