
The deputy commissioners on the concluding day of their annual conference will ask for more power in disposing of their roles and responsibilities in relation to law enforcement agencies, judiciary, local government and public administration, among other arenas.
They had already submitted their written proposals in this regard for discussions with the ministries concerned.
The DCs, also functioning as district magistrates, recommended inclusion of a representative of the district administrators in the committee to appoint police constables, sending of an annual assessment report on the overall activities of the police from the district magistrates, formation of a permanent prosecution unit and a ‘Special Dedicated Response Team’ in every district.
They also want the cancellation of the obligation of taking permission from the Local Government Division for the projects taken by the district administration, and an increase in the budget ceiling for projects undertaken by the deputy commissioners from Tk 5 lakh to 25 lakh.
Interim government chief adviser Professor Muhammad Yunus inaugurated the three-day conference on Sunday at his Tejgaon office, while the business sessions were held at the Osmani Memorial Auditorium on Sunday and Monday.
Deputy commissioners and divisional commissioners from across the country have sent in writing as many as 1,245 proposals out of which 354 were included in the working paper, as per the Cabinet Division officials.
The conference will conclude today following the business sessions on the ministries of defence, civil aviation and tourism, primary and mass education, home affairs, agriculture, law, justice and parliamentary affairs, expatriates’ welfare and overseas employment, local government, rural development and co-operatives, youth and sports, water resources, environment, forest and climate change, fisheries and livestock, cultural affairs, foreign affairs, religious affairs, public administration, Bangladesh Election Commission and Cabinet Division.
For the Public Security Division session, the Magura deputy commissioner proposed formation of a Special Dedicated Response Team comprising 10–15 representatives from different agencies led by the DCs. Â
Magura and Manikganj deputy commissioners proposed inclusion of a representative of the deputy commissioners in the committee to appoint police constables.
Gaibandha and Satkhira deputy commissioners proposed that the deputy commissioners who are also district magistrates should have the authority to send an annual assessment report on the overall activities of the police.
The Chandpur deputy commissioner proposed for re-fixing the amounts of fines under the Sections—160, 171 (za), 171 (zha), 183, 184, 186, 187, 188, 273, 274, 275, 276, 290, 357 and 358 of the Penal Code, 1860, under a schedule of the Mobile Court Act, 2009.
The working paper read that the proposal for re-fixing the fines came based on the rationale that the amounts should reflect the current reality with the minimum fines should be set at Tk 1,000 while the maximum fines should be Tk 50,000.
Replacing the current system based on the government pleader, assistant government pleader, public prosecutor, and assistant public prosecutor, the Jamalpur deputy commissioner proposed forming of a permanent prosecution unit at the district level under the close supervision of the deputy commissioners to safeguard the government’s interest.
The Lalmonirhat deputy commissioner has proposed a committee led by the DCs to supervise the Nikah registrars and monitor the licence distribution.
The deputy commissioner of Sunamganj proposed framing of a code of conduct for lawmakers and other public representatives.
The Faridpur deputy commissioner proposed vesting in the DCs the power to appoint and transfer upazila parishad employees. Â
The deputy commissioner of Narayanganj gave two proposals—cancelling the obligation for taking permission from the Local Government Division for the projects undertaken by the district administration, and increasing the budget ceiling of the projects taken by the district administration from the current Tk 5 lakh to Tk 25 lakh.
The Bandarban deputy commissioner proposed for giving the divisional commissioners the authority of transfer and promotion of the additional deputy commissioners.
