The interim government will sit with all political parties and stakeholders on Thursday to finalise the July mass uprising proclamation. 

Adviser Mahfuj Alam  made the announcement at a press conference at the Foreign Service Academy in Dhaka, saying that the proclamation would be prepared on the basis of a consensus.


‘We will sit with all the political parties and stakeholders, who were involved in the July mass uprising, to finalise the proclamation,’ he said.

He said that the meeting, with chief adviser Professor Muhammad Yunus in the chair, would finalise the proclamation and decide when and how the government would issue the proclamation.

Mahfuz said that the proclamation was supposed to be issued on December 31 under the leadership of students, but the government later announced the initiative to issue it based on a consensus.

‘We have tried to prepare a draft of the proclamation at the advisory council based on the students’ proposals and tried to talk to various political parties and stakeholders to get their opinions,’ he said.

‘We have not been able to talk to everyone, but we have talked to the major political parties, including the Bangladesh Nationalist Party, the Bangladesh Jamaat-e-Islami, the Ganosamhati Andolan, the Ganatantra Mancha, a combine of six political parties, the Bangladesh Islami Andolan, and different organisations of women, teachers and students,’ he added. 

Mahfuz also said that all the political parties agreed on most of the clauses of the proclamation, but they had reservations on a few clauses, and the parties continued discussing it within their parties.

He also noted that they were yet to reach a consensus on the content of the proclamation and when the proclamation would be issued. 

‘I hope that the proclamation will reflect the context and expectations of the mass uprising led by the people of Bangladesh and students, and the proclamation will be announced based on the consensus of all political parties and stakeholders,’ he added. 

Asked whether the proclamation would be added to the constitution, Mahfuz said that the government was reviewing the issue of framing a legal document based on the proclamation. 

He said that the incorporation of the proclamation into the constitution would depend on everything, starting from the Constituent Assembly or the amendment of the constitution.

Mahfuz said, ‘If the people give us the responsibility, we will do it. And we think that it will be a responsibility of the next elected government. Whoever is elected in the next election will be the force of the mass uprising and will go to the people upholding the proclamation.’

Earlier, the Students Against Discrimination and Jatiya Nagorik Committee were scheduled to announce the July uprising proclamation at the Central Shaheed Minar in Dhaka on December 31. 

A day before the planned event, the interim government announced that it would issue a proclamation of the uprising based on a national consensus. 

Later, the two organisations issued an ultimatum demanding the proclamation by January 15. 

The organisations later also jointly observed ‘proclamation week’ in January 6–11, urging the interim government to announce the proclamation by January 15 as per its commitment.

Earlier, the Students Against Discrimination took to the street in July 2024 protesting against quotas in government jobs.

The demonstrations turned violent as the protesting students were badly beaten and shot to death, and spread across the country with mass people taking to the street demanding ouster of the Awami League regime. 

Ultimately, the mass uprising ousted the AL regime on August 5, when deposed prime minister Sheikh Hasina fled to India.
