A Gana Adhikar Parishad delegation on Monday recommended that all the reform proposals discussed be implemented during the tenure of the present interim government.

Speaking to reporters after a dialogue between the party and the National Consensus Commission, held at the LD Hall of the Jatiya Sangsad Bhaban in the capital Dhaka, party president Nurul Haque Nur said  political parties must reach a consensus on key reforms and sign a national charter in due course.


‘After that, a referendum should be held to seek the approval of the voters for the (intended) national charter. We aspire to contest the next national election after the state has been reformed as was expected following the July uprising,’ Nur added.

Political parties have been attending dialogues with the National Consensus Commission since March 20 to discuss the 166-point key reform proposals put forward by five reform commissions covering the constitution, electoral system, judiciary, public administration, and Anti-Corruption Commission,. 

Taking part in the dialogues till April 28, most of the 20 parties, including the Bangladesh Nationalist Party, Bangladesh Jamaat-e-Islami, newly-floated National Citizen Party, Ganosamhati Andolan, Nagorik Oikya, Khelafat Majlish, Jatiya Samjtantrik Dal-JSD, Amar Bangladesh Party and Rashtra Sangskar Andolan, expressed their support for drafting a consensus-based national charter.

The NCC has been assigned to draft a national charter by July 15.

BNP standing committee member Salahuddin Ahmed on April 20 said that while the BNP supports the implementation of the major reforms by the next parliament, it has recommended a signed consensus-based national charter to compel the members of the next Jatiya Sangsad to implement the reforms.

Opposing the option of referendum, he said referendum is not necessary for every constitutional amendment.

Earlier, on April 19, the NCP delegation said they prefer the implementation of the reforms by a constituent assembly, instead of through a referendum.

The Jamaat delegation on Sunday said they would later inform their recommendation on the implementation of the consensus-based national charter.

The Rashtra Sangskar Andolan on March 23 said they support referendum as the means to implement the reforms.

At the beginning of the Monday dialogue with the Gana Adhikar Parishad, NCC vice-chair Ali Riaz said people’s aspiration for a democratic Bangladesh must be realised through a national charter on state reforms and its implementation.

After the dialogue, Gana Adhikar Parishad president Nur said his party has recommended ‘religious harmony’ in the place of ‘pluralism’, which the Constitution Reform Commission has proposed as one of the constitution’s fundamental principles.

Agreeing to a proposed national constitutional council, the party has also recommended that the council should propose a full list of advisers for the interim government, instead of nominating only the chief adviser.

Responding to a reporter’s question, party general secretary Rashed Khan said that the Gana Adhikar Parishad is willing to compromise on their demands for the sake of achieving consensus-based state reforms.

Today, the Biplobi Workers Party is expected to meet the NCC to discuss the reform proposals.
